Foreign interference operations, transnational repression of diaspora communities, disinformation campaigns, and economic coercion are no longer abstract threats. They are documented, ongoing, and growing. Canadian institutions, businesses, cultural venues, journalists, and ordinary citizens have all been targeted on Canadian soil.
